Q: If I transfer commission to a referrer via bank transfer, how should I prove that this commission is genuine if I could not get the recipient’s I/C number and signature? 

A: First, you should try to ask for the referrer’s I/C number. You can also use written communication such as email to prove that the commission payment is genuine by asking the referrer to reply to your email to acknowledge that he/she has earned the commission.
