Q: If a freelancer claims back expenses incurred by him from his customer, are these claims taxable?

A: If it is stated in the agreement between the freelancer and the company that the freelancer will incur expenses on behalf of the company and thereafter claims back as disbursement, this is not an income of the freelancer, hence is not taxable.
